Russia says CIA agent caught trying to recruit spy

MOSCOW (Reuters) - Russia said on Tuesday it had caught an American red-handed as he tried to recruit a Russian intelligence officer to work for the CIA, a throwback to the Cold War era that risks upsetting efforts to improve relations.

The announcement came at an awkward time, just days after a visit by U.S. Secretary of State John Kerry during which Washington and Moscow agreed to try to bring the warring sides in Syria together for an international peace conference.

The Federal Security Service said Ryan Fogle, a third secretary at the U.S. Embassy in Moscow, had been detained overnight carrying "special technical equipment", a disguise, a large sum of money and instructions for recruiting his target.

The Russian Foreign Ministry said it had summoned U.S. Ambassador Michael McFaul over the case and a Russian television station published photographs which it said showed Fogle being detained, apparently wearing a blond wig.

A successor of the Soviet-era KGB, the FSB said Fogle worked for the Central Intelligence Agency and that he had been handed over to embassy officials at some point after his detention.

Diplomats accused of espionage are usually expelled or withdrawn.

"On the night of May 13-14, a staff employee of the CIA, Ryan Christopher Fogle ... was detained by counter-espionage organs of the Russian FSB while attempting to recruit an employee of one of the Russian special services," the FSB said.

"Recently American intelligence has made multiple attempts to recruit employees of Russian law enforcement organs and special agencies, which have been detected and monitored by Russian FSB counterintelligence," it said in a statement.

The embassy declined comment. McFaul, a former adviser to President Barack Obama, was holding a live question-and-answer session on Twitter as news of the detention was announced, but refused to take questions on the matter.

Russia Today television published photographs on its website which it said showed Fogle being detained. In one photograph, a man lies face-down on the ground with his arms held behind his back by another man, and apparently wearing a blond wig.

Another image showed two wigs, apparently found on him, as well as three pairs of glasses, a torch, a mobile phone and a compass. Aldo displayed was a wad of 500-euro ($650) notes and an envelope addressed to a "dear friend".

The United States and Russia are still involved in espionage, more than two decades after the collapse of the Soviet Union and the end of the Cold War, and the FSB said such incidents were not unusual.

The last major espionage scandal occurred in 2010, when 10 Russian agents including Anna Chapman were arrested in the United States and later deported in exchange for four Russians imprisoned on charges of spying for the West.

U.S.-Russian relations turned colder after former KGB spy Vladimir Putin returned to the presidency a year ago.

The United States and Russia are also trying to improve counterterrorism cooperation following the Boston Marathon bombings on April 15. FBI chief Robert Mueller visited Moscow for talks last week.

Fears grow over deadly new virus

The World Health Organization says it appears likely that the novel coronavirus (NCoV) can be passed between people in close contact.

This comes after the French health ministry confirmed a second man had contracted the virus in a possible case of human-to-human transmission.

Two more people in Saudi Arabia are also reported to have died from the virus, according to health officials.

NCoV is known to cause pneumonia and sometimes kidney failure.

World Health Organization (WHO) officials have expressed concern over the clusters of cases of the new coronavirus strain and the potential for it to spread.

Since 2012, there have been 33 confirmed cases across Europe and the Middle East, with 18 deaths, according to a recent WHO update.

Cases have been detected in Saudi Arabia and Jordan and have spread to Germany, the UK and France.

"Of most concern... is the fact that the different clusters seen in multiple countries increasingly support the hypothesis that when there is close contact this novel coronavirus can transmit from person to person," the World Health Organization said on Sunday.

"This pattern of person-to-person transmission has remained limited to some small clusters and so far, there is no evidence to suggest the virus has the capacity to sustain generalised transmission in communities," the statement adds.

The Saudi health ministry said that 15 people had died out of the 24 cases diagnosed since last summer.

WHO officials have not yet confirmed the latest deaths.

In February, a patient died in a hospital in Birmingham, England, after three members of the same family became infected.

It is thought a family member had picked up the virus while travelling to the Middle East and Pakistan.

Novel coronavirus is from the same family of viruses as the one that caused an outbreak of Severe Acute Respiratory Syndrome (Sars) that emerged in Asia in 2003.

However, NCoV and Sars are distinct from each other, the WHO said in its statement on Sunday.

Coronavirus is known to cause respiratory infections in both humans and animals.

But it is not yet clear whether it is a mutation of an existing virus or an infection in animals that has made the jump to humans.

Sharif poised to form government after Pakistan poll

ISLAMABAD (Reuters) - Toppled in a 1999 military coup, jailed and exiled, Pakistan's Nawaz Sharif has made a triumphant election comeback and looks set to form a stable government capable of implementing reforms needed to rescue the fragile economy.

Sharif may not win enough seats to rule on his own but has built up enough momentum to avoid having to form a coalition with his main rivals, former cricketer Imran Khan's Tehrik-i-Insaf (PTI) and the Pakistan People's Party (PPP).

The steel magnate held off a challenge from Khan, who had hoped to break decades of dominance by Sharif's Pakistan Muslim League (PML-N) and the PPP, led by the Bhutto family.

The two parties have formed governments whenever the military, the most powerful institution in the nuclear-armed nation, has allowed civilian rule.

U.S. President Barack Obama congratulated Pakistanis for the successful election and said the United States would work with the new government as an equal partner.

"By conducting competitive campaigns, freely exercising your democratic rights, and persevering despite intimidation by violent extremists, you have affirmed a commitment to democratic rule that will be critical to achieving peace and prosperity for all Pakistanis for years to come," Obama said in a statement.

But facing Islamist militant violence, endemic corruption, chronic power cuts and crumbling infrastructure, even Sharif has described Pakistan as a "mess".

Khan put up a strong fight and he is likely to remain a force in politics, possibly becoming the main opposition figure. The PPP, which led the government for the last five years, has done badly and could come in third place.

Television channels said of the results declared by Sunday evening, Sharif's PML-N had captured 94 of the 272 contested National Assembly seats.

Based on trends, it was likely to get around 130, and should easily be able to make up the required majority of 137 with support from independents and small parties.

The PTI has secured 21 seats while the PPP won 19.

The elections, held on Saturday, were marred by a campaign by Islamists to block the voting. Despite pre-poll violence and attacks that killed at least 40 people, voter turnout was a robust 60 percent.

Once it establishes a majority, Sharif's party would be allocated a majority of 70 other parliamentary seats that are reserved for women and non-Muslim minorities.

Sharif has waited patiently to rule Pakistan again. As the main opposition leader, he avoided undermining the PPP when it was in trouble, and analysts describe him as more cautious than when he was prime minister twice in the 1990s.

"Seemingly a genuinely changed man from his troubling stints as prime minister in the 90s, Sharif now appears to have both a genuine mandate as well as a grasp of the direction Pakistan needs to be steered in," said political analyst Cyril Almeida.

In one sense, the polls were a democratic landmark, marking the first time one elected government was to replace another in a country vulnerable to military takeovers.

But Saturday's vote failed to realise the hopes of many that the hold of patronage-based parties would end after years of misrule and corruption.

Sharif, 63, is almost certain to become prime minister for a third time. The religious conservative has said the army, which has ruled the country for more than half of its turbulent 66-year history, should stay out of politics.

But he will have to work with Pakistan's generals, who set foreign and security policy and will manage the country's thorny relationship with the United States as NATO troops withdraw from neighboring Afghanistan in 2014.

Sharif also believes Pakistan should reconsider its support for the U.S. war on Islamist militancy, which has earned the country billions of dollars in aid.

Sharif, who advocates free-market economics, is likely to pursue privatization and deregulation to revive flagging growth. He has said Pakistan should stand on its own two feet but may need to seek a another bailout from the International Monetary Fund to avoid a balance of payments crisis.

The PML-N leader has said he could do business with the IMF, meaning he may be open to reforms like an easing of subsidies and a widening of Pakistan's tiny tax base to secure billions of dollars from the global lender.

"A better-than-expected result for Nawaz could prove to be an albatross around his neck," said Muhammad Malick, a popular current affairs broadcaster.

"With an overwhelming majority of seats and without needing the crutch of coalition partners to form government, he will have fewer excuses for failure on key policy issues such as the economy and terrorism."

In a reminder of the security challenges that Sharif will face, a blast on a bus in the tribal area of North Waziristan killed 19 people on Sunday, security officials said.

Sharif will likely press for negotiation with the Pakistan wing of the Taliban, whose bombing attacks failed to derail the election, but he could run into resistance from the military which has lost thousands of soldiers fighting the insurgency.

Despite Pakistan's history of coups, the army stayed out of politics during the five years of the last government and threw its support behind the election.

However, some fear the military could step back in if there were a repeat of the incompetence and corruption that frustrated many Pakistanis during the last government's rule.

In the end, cricketing hero Khan did not have the momentum needed to trip up Sharif despite his popularity among urban youths, many of whom were voting for the first time.

They had rallied behind Khan's calls for an end to graft and a halt to U.S. drone strikes against suspected militants on Pakistani soil, widely seen as a violation of sovereignty.

In a video message, Khan said the election would boost Pakistan's young democracy, but added his party was collecting evidence of what he said was vote-rigging.

"We are now moving towards democracy. I congratulate the nation on the numbers in which they turned out to vote. The youth was with me. That is my victory," he said.

Revealing hidden fungal species using DNA: The importance of recognizing cryptic diversity

May 10, 2013 ? Our ability to assess biological diversity, ecosystem health, ecological interactions, and a wide range of other important processes is largely dependent on accurately recognizing species. However, identifying and describing species is not always a straightforward task. In some cases, a single species may show a high level of morphological variation, while in other cases, multiple morphologically similar species may be hidden under a single species name. Cryptic species, two or more distinct species that are erroneously classified under a single species name, are found in all major groups of living things.

As an alternative to traditional morphology-based species delimitation, an international research group, including scientists from Germany, Iran, Spain, and the USA, describe five new species of lichen-forming fungi from what was traditionally considered a single species using differences in DNA sequence data. The authors state that "the effective use of genetic data appears to be essential to appropriately and practically identify natural groups in some phenotypically cryptic lichen-forming fungal lineages."

The study was published in the open access journal Mycokeys.

They also provide a reference DNA sequence database for specimen identification using DNA barcoding, making specimen identification more accessible and more reliable at the same time. The application of DNA-based identification can potentially be used as a way for both specialists and nonspecialists alike to recognize species that are otherwise difficult to identify.

Lichens are commonly used to monitor ecosystem health and the impact of atmospheric pollution. In addition, some lichens are potentially valuable sources of pharmaceutical products, including antibiotics, antioxidants, etc. In spite of their occurrence in all terrestrial ecosystems and overall ecological importance, lichens are commonly overlooked. DNA barcode identification can be performed in a variety of ecological, pharmaceutical, and biomonitoring studies in order to quickly sort specimens into the correct species.

The authors argue that the use of molecular sequence data in identifying species will likely become increasingly important and routinely applied. Other disciplines such as ecology, conservation, and physiology will benefit from a more objectively based species circumscription, enabling us to interpret distribution and ecological patterns more precisely, while more accurately monitoring environmental disturbance and climate change. The authors predict that this approach will prove to be an important tool in making critical conservation-related decisions.

Bulgaria authorities seize fake ballots before election

SOFIA (Reuters) - Bulgarian state security officers seized 350,000 fake ballot papers, prosecutors said on Saturday, a day before parliamentary elections which are likely to see no party win a majority, resulting in more political turmoil in the EU's poorest country.

Prosecutors said the ballots were found at a printing house owned by the company of a local councilor from the center-right GERB whose government resigned from office during protests in February, but which still has a narrow lead in opinion polls.

"Over 350,000 printed ballots, that were ready for use in the parliamentary elections, were found in stores of a printing house in Kostinbrod," the prosecuting office in the capital, Sofia, said in a statement.

Protests against low living standards and corruption felled a GERB government in Bulgaria leading to Sunday's election.

Bulgaria struggles to supply running water and reliable electricity to some of its citizens, 2 million of whom have left since the 1989 fall of communism. In rural areas, many villages are run down and populated only by the elderly.

After a campaign that consisted more of mud-slinging than debate about policy, coalition talks are expected to be difficult and that may raise questions over governance and economic policy.

Why family conflict affects some children more than others

May 8, 2013 ? New research reveals why some children are badly affected by negative family conflicts while other children survive without significant problems.

Researchers found that the way in which children understood the conflicts between their parents had different effects on their emotional and behavioural problems. Where children blamed themselves for the conflicts between their parents, they were more likely to have behavioural problems, such as anti-social behaviour.

But if their parents' fighting or arguing led to a child feeling threatened, or fearful that the family would split up, the child was more likely to experience emotional problems, such as depression.

The impact of everyday conflict between parents on their children's behaviour and mental health is driven by how the children understand the problems in the relationship as well as the nature of the conflict itself, the researchers found. These disagreements include; hostile relationships between parents, poor parenting practices, negative parent-child relationships and maternal depression.

Professor Gordon Harold of the University of Leicester said the research highlighted the importance of ensuring that intervention programmes focused on helping parents to resolve these day-to-day conflicts with their partner, while also reiterating the importance of promoting positive parenting strategies.

As the nature of the parents' relationship is so important, intervention programmes that focus solely on parenting skills and practices may miss out ways of helping children deal with emotional and behavioural problems especially when there are high levels of inter-parental conflict.

Professor Harold said: "Children exposed to everyday conflicts between their parents -- conflicts that are non-violent, but frequent, intense and poorly resolved -- are at elevated risk for mental health problems, even when we consider poor parenting practices or genetic susceptibility factors passed on from parents to children, in explaining the effects of hostile relationships on children."

"Importantly, children may not actually be responsible for their parents' relationship problems. Rather, they simply need to feel or perceive that they are responsible in order to experience negative psychological outcomes," said Professor Harold.

Professor Anita Thapar, of the Institute of Psychological Medicine and Clinical Neurosciences at Cardiff University said "The research showed the pattern of family and genetic contributions varied for different types of child mental health problem as well as for boys and girls. This research looked at the relationship between genetic liability to child mental health problems and negative family experiences in the development of these problems and sought to take account of specific parental influences on children."

The research also found that girls may be a higher risk for depression when their parent's relationship is hostile or there is a negative mother-child relationship. Depressive symptoms displayed by daughters resulted in increases in parent-to-child hostility from both mothers and fathers.

"By highlighting parents' conflict management strategies as well as parenting practices, intervention programmes can be developed that target risk mechanisms specific to the types of problems experienced by children living in households with high levels of parental conflict, such as parental separation or divorce," said Professor Harold.

?Media Release, 7 May 2013 ? Leading international energy experts gathered in Dublin today to discuss the future for sustainable energy technologies within Europe. The Strategic Energy Technology (SET) Plan conference, organised by the Sustainable Energy Authority of Ireland (SEAI) and the European Commission, is the largest sustainable energy research conference in Europe and is focusing on accelerating the market roll-out of best new energy technologies. Access to a secure and competitive supply of energy is critical for business competitiveness and momentum, but equally the development of sustainable technologies offers significant opportunities for Irish researchers and industries in this area. This Government?s objectives are to support jobs and economic growth and energy policy will play a central part in this. Ireland is working hard to maximise the employment opportunities as we transition to a low-carbon economy.?

?Opening the conference, European Commissioner for Research and Innovation, M?ire Geoghegan Quinn, said: ?With the new EU research and innovation programme, Horizon 2020, we want to make it easier than ever to participate in EU projects in order to boost competitiveness and improve lives. This conference will be discussing secure, clean and efficient energy which will be one of the key challenges to be supported under Horizon 2020.?

Israel: Syria strikes aren't to aid rebels

JERUSALEM (Reuters) - Israel sought to persuade Syrian President Bashar al-Assad on Monday that its recent air strikes around Damascus did not aim to weaken him in the face of a more than two-year-old rebellion.

Officials say Israel is reluctant to take sides in Syria's civil war for fear its actions would boost Islamists who are even more hostile to Israel than the Assad family, which has maintained a stable stand off with the Jewish state for decades.

But Israel has repeatedly warned it will not let Assad's ally Hezbollah receive hi-tech weaponry. Intelligence sources said Israel attacked Iranian-supplied missiles stored near the Syrian capital on Friday and Sunday that were awaiting transfer to Hezbollah guerrilla group in neighboring Lebanon.

Syria accused Israel of belligerence meant to shore up the outgunned anti-Assad rebels - drawing a denial on Monday from veteran Israeli lawmaker Tzachi Hanegbi, a confidant of Prime Minister Benjamin Netanyahu.

Interviewed on Israel Radio, Hanegbi said the Netanyahu government aimed to avoid "an increase in tension with Syria by making clear that if there is activity, it is only against Hezbollah, not against the Syrian regime".

Hanegbi noted Israel had not formally acknowledged carrying out the raids in an effort to allow Assad to save face, adding that Netanyahu began a scheduled visit to China on Sunday to signal the sense of business as usual.

"DIPLOMATIC CHANNELS"

The Assad government has condemned the air strikes as tantamount to a "declaration of war" and threatened unspecified retaliation.

But Hanegbi said Israel was ready for any development if the Syrians misinterpreted its messages and was ready "to respond harshly if indeed there is aggression against us".

As a precaution, Israel deployed two of its five Iron Dome rocket interceptors near the Syrian and Lebanese fronts and grounded civilian aircraft in the area, although an Israeli military spokesman said the airspace would reopen on Monday.

Yedioth Ahronoth, Israel's biggest-selling newspaper, said the Netanyahu government had informed Assad through diplomatic channels that it did not intend to meddle in Syria's civil war.

Israeli officials did not immediately confirm the report, but one suggested that such indirect contacts were not required.

"Given the public remarks being made by senior Israeli figures to reassure Assad, it's pretty clear what the message is," the official told Reuters on condition of anonymity.

Military analysts say Syria would be no match for Israel, a U.S. defense ally, in any confrontation. But Damascus, with its leverage over Hezbollah, could still consider proxy attacks through Lebanon, where Israel's conventional forces fought an inconclusive war against the Iranian-backed guerrillas in 2006.

Tehran, which has long backed Assad, whose Alawite minority has religious ties to Shi'ite Islam, denied Israel's attack was on arms. Shi'ite Hezbollah did not comment.

With the Flex, though, it truly rounds out its offerings with a wearable band in the style of the Jawbone Up and Nike FuelBand.

There are, of course, a number of differences between all of these products -- not the least of which is price. At $100, the Flex undercuts its most direct competitors by at least $30. There's also support for Bluetooth 4.0, which delivers wireless syncing on both Android and iOS. The question is, does the Flex deliver enough at that price point to make it a clear choice?

Italy seeks pro-growth alliance with Spain

MILAN (AP) ? Italian Premier Enrico Letta will seek support on Monday from his Spanish counterpart, Mariano Rajoy, in his quest to have Europe focus more on economic growth instead of just debt reduction.

Since coming to office eight days ago, Letta has been on a whirlwind tour of Europe to meet with the region's top leaders and lay out his desire to ease the impact of austerity measures on the economy.

A campaign of sharp spending cuts and tax increases has reduced deficits, but it has also pushed the 17-country eurozone into a deep recession. Financially weaker countries like Italy and Spain are not expected to recover before next year and unemployment is at record highs, particularly among the young.

Ahead of his meeting with Rajoy, Letta called Spain an "ally to make Europe the continent that places more attention on growth and social discomfort."

Still, he acknowledged that Italy cannot return to its old ways of accumulating debt. Italy's debt is the second-highest in the eurozone after Greece, at 127 percent of annual GDP.

Letta did not specify how his government would create growth without adding to debt.

His government has so far frozen a tax on first homes, scrapping a June payment while ministers consider alternative policies. The EU has warned Letta's government that if it cancels the tax entirely, it would have to find 4 billion euros ($5.2 billion) in new revenue elsewhere.

New economic figures released Monday underscored the heavy task awaiting Letta and his ministers.

The national statistics agency forecast that Italy's economy will shrink 1.4 percent this year as household spending and corporate investments both decline, before rising a slight 0.7 percent in 2014. By comparison, the Organization for Economic Cooperation and Development ? a global watchdog ? forecasts of a 1.5 percent contraction this year and 0.5 percent growth in 2014.

The head of Italy's market regulator noted that Italians had reduced their savings over the last 20 years from 22 percent of disposable income to 8 percent. That is eroding potential investments to spur growth and reduce youth unemployment.

"Austerity without hope can become a detonator of a generational crisis," Consob President Giuseppe Vega told an annual meeting at Milan's Stock Exchange.

In the debate over austerity, the two main forces arguing in favor of continued debt reduction have been Germany and the European Central Bank.

On Monday, ECB President Mario Draghi repeated that without sustainable public debts, a country cannot enjoy economic growth. He admitted that austerity's short-term impact on economic growth can be a problem. But he said that could be addressed in part by choosing the right mix of austerity policies.

"To mitigate the inevitable recessionary effects of fiscal consolidation, the composition of such measures must favor the reduction of current public spending and of taxes," Mario Draghi said in a speech in Rome, noting that taxes are relatively high across Europe.

Many governments have both cut spending and raised taxes.

Draghi also insisted that governments should continue to pursue structural reforms, such as making the labor market more flexible.

Buffett says bonds are terrible investments today

OMAHA, Neb. (AP) ? Billionaire Warren Buffett says he doesn't like owning bonds right now, and he doesn't think average investors should either.

Buffett said on CNBC on Monday that bonds are a terrible investment at the moment and owners of long-term bonds may see big losses when interest rates eventually rise.

The head of Berkshire Hathaway Inc. says stocks are generally selling for reasonable prices even with the market at record levels. Several years ago, stocks were very cheap during the recession.

Buffett says bond prices are artificially inflated because the Federal Reserve continues to buy $85 billion of bonds a month.

He says the average investor should keep enough cash to be comfortable and invest the rest in equities.
